Governed systems need a common, deterministic way to represent concepts such as identity, bindings, lifecycle, evidence, and governance records without allowing those technical representations to create authority.

01 / ROLE

The shared substrate

GoNucleo Core is the deterministic technical substrate that provides those shared semantics. It is domain-neutral, implemented primarily in Rust, and offered library-first for local, offline use.

CAPABILITY ≠ AUTHORITY

Capability is not authority.

Core may represent and validate technical governance-related structures. That capability does not grant Authority or turn a valid structure into a Decision, Permit, policy, or other governed effect.

04 / NON-AUTHORITY

A technical substrate, not a governing system.

Core does not grant Authority, issue Decisions or Permits, execute actions, define organizational policy, or create Adoption, Conformance, or Attestation. It does not act as an AI runtime, Foundation, or GSA; it does not orchestrate Subjects or own Governor, Living Memory, or other systems.

05 / OPERATION

No service to operate

Core requires no database, daemon, network access, AI model, or provider. Its libraries can be used locally and offline; each system retains its own boundaries, responsibility, and authority.

06 / PUBLIC REPRESENTATION

Public evidence, not internal replication

This representation explains Core's public role and limits. It does not expose internal paths, hashes, implementation types, private contracts, or operativity mechanics.
