01 / ORIGIN
Projects came first
Building different systems revealed recurring problems: who may act, what evidence supports a decision, how context can be reconstructed, and where authorization ends. GSA exists to make those questions explicit and proportional to risk.
02 / AUTHORITY
Inference is not authority
When AI is present, it contributes inference. Authority belongs to the governed system and authorized actors. A model output may be a proposal, classification, or recommendation; it does not gain operational effect by itself.
03 / TRACEABILITY
Conceptual model
A governed system should be able to reconstruct what happened, who participated, what information was used, what authority existed, what action was authorized, and how it was verified.

Architecture and profile established
GSA v0.2 is accepted, GSA-C01 Canonical Contracts are complete, and an effective normative profile for governed AI processing is established. These facts do not make GSA a runtime or service, or demonstrate production readiness, productive implementation, certification, or automatic conformance by another system.
06 / PUBLIC RECORD
Public evidence
GSA v0.2 flagship architecture is the available public evidence: a public representation, not internal replication. Acceptance and complete contracts do not replace evidence of implementation or production conformance.
